Meta Ads Fundamentals

Meta Ads is the advertising system that places paid content across Facebook, Instagram, Messenger, WhatsApp and the Audience Network. This guide explains the parts of the system and how they connect, so the rest of the guides make sense.

Where Ads Appear

Meta sells placements across its own apps and a network of third-party apps and websites called the Audience Network. Placements include feeds, Stories, Reels, in-stream video, search results, Messenger inbox and more. Advertisers can let Meta choose placements automatically or select them by hand, which is covered in the Placements guide.

The Auction

Every time there is an opportunity to show an ad, Meta runs an auction among eligible ads. The winner is not simply the highest bidder. Meta combines three factors into a total value: the advertiser bid, the estimated action rate (how likely the person is to take the action the advertiser optimizes for) and ad quality (signals about relevance and user feedback).

This design means a relevant ad with a lower bid can beat a less relevant ad with a higher bid. It also explains why creative quality affects costs so strongly.

The Delivery System

After an ad wins auctions, the delivery system decides how to spend the budget over time and across the audience. It uses the optimization goal set at the ad set level, such as purchases, leads or link clicks, and learns from results as they come in. Early in an ad set's life the system is in a learning phase, during which results are less stable.

The Tools

Ads Manager is where campaigns are created, edited and reported. Meta Business Suite combines organic posting, inbox and basic ad tools. Events Manager manages data sources such as the Meta Pixel and the Conversions API. A Business Portfolio (formerly Business Manager) holds the assets and permissions behind all of them.

Putting the Pieces Together

A typical flow looks like this. A business creates a Business Portfolio and an ad account, installs the Meta Pixel and the Conversions API so Meta can see website actions, builds a campaign in Ads Manager with an objective, an audience and creative, and then reads results in Ads Manager reporting. Putting This to Work

For a business, the practical takeaway is that creative quality and accurate tracking affect your costs as much as your budget does. A better ad does not just perform better, it is cheaper to show.

In Practice

Two dispensaries run ads to the same neighborhood. One uses a crisp product photo with a clear offer, the other a blurry storefront shot. The first wins more auctions at a lower cost per thousand impressions because people respond to it.
