Learning Phase, Budgets and Bid Strategies

New Meta campaigns often swing wildly in their first week, then settle. That pattern comes from the learning phase. Understanding it, along with how budgets and bid strategies steer delivery, explains most of the decisions involved in running Meta ads day to day.

The Learning Phase

Each new ad set starts in a learning phase while the delivery system works out who is most likely to take the action you chose. Results are less stable and costs are often higher during this period. Meta's guidance is to structure ad sets so each can reach about 50 optimization events within seven days, the point at which learning usually ends.

If an ad set cannot reach that volume, Ads Manager labels it Learning limited. Common causes are a small budget, a narrow audience, a high-cost optimization event such as a purchase on a low budget, or too many ad sets splitting the same budget.

What Resets Learning

Significant edits send an ad set back into learning. These include changes to targeting, creative, the optimization event or bid strategy, adding a new ad, large budget changes and pausing an ad set for an extended period. Batch changes together, make them once a week at most and avoid frequent small budget nudges.

Fixing Learning Limited

  1. Combine ad sets that target similar people so budget concentrates in fewer places.
  2. Broaden the audience or use Advantage+ audience.
  3. Raise the budget to a level that can buy roughly 50 results a week at your current cost.
  4. Optimize for an earlier, more frequent event, such as leads or adds to cart, when purchases are too rare.

Budgets

A daily budget sets an average spend per day. A lifetime budget sets total spend across a campaign's run and allows scheduling, useful for events and promotions with fixed dates.

Budget can sit at the ad set level or at the campaign level. Advantage+ campaign budget, previously called campaign budget optimization, sets one budget for the campaign and lets Meta move it between ad sets toward the best results.

Advantage+ Campaigns

Advantage+ campaigns apply automation to audience, placements and budget together. In 2025 Meta renamed Advantage+ shopping campaigns to Advantage+ sales campaigns and extended the approach to leads campaigns, and it began making the Advantage+ setup the default for new sales, app and leads campaigns. Manual controls remain available, but changing certain settings switches the campaign out of Advantage+ status.

Bid Strategies

Bid strategy What it does When to use it
Highest volume Spends the budget to get as many results as possible The default and the right starting point for most accounts
Cost per result goal Aims to keep average cost per result near a target you set When you know your maximum affordable cost per lead or sale
Bid cap Limits the most Meta can bid in any single auction Experienced advertisers who manage bids closely
ROAS goal Aims for a minimum return on ad spend using purchase values Retailers sending purchase values through the Pixel or Conversions API

Controls such as cost goals and bid caps can stop spending entirely when the target is set too low. Start with Highest volume, gather results and add a control once you know what a realistic cost looks like.

In Practice

Consider a physical therapy clinic running four ad sets for four neighborhoods with $40 a day each. None reaches 50 leads a week and all four sit in Learning limited. Merging them into one ad set covering the full service area with $160 a day gives the system a single pool of data, and cost per lead settles within two weeks.
